The Digital Landscape: A Strong Foundation Ready for Expansion

Zimbabwe is not starting from scratch. The country has already taken commendable steps toward digitalization. Mobile penetration is exceptionally high, with active mobile subscriptions exceeding 108% of the population and internet penetration reaching over 87%. The Zimbabwe Revenue Authority (ZIMRA) has made significant strides with the implementation of the Tax and Revenue Management System (TaRMS) and the Fiscalisation Data Management System (FDMS), including ongoing TaRMS FDMS integration efforts. Furthermore, the rollout of the electronic Government Procurement (eGP) system and the operational e-Visa platform demonstrate a clear governmental commitment to modernizing public services.

However, structural challenges remain. The shadow economy is estimated to account for 64% of the GDP, with 85% of total employment (around 4.2 million people) operating in the informal sector, including cross-border traders, informal transport operators, and small traders. This vast informal economy, coupled with prevalent illicit trade in sectors like electronics, agriculture, and excisable goods, creates a massive VAT gap. Currently, Zimbabwe’s VAT gap stands at an estimated 71%, resulting in an annual revenue loss of approximately $5.3 billion.

The foundation is laid, but to achieve Vision 2030, Zimbabwe must transition from fragmented digital initiatives to a unified, end-to-end national digital ecosystem. This is where targeted, purpose-built technological solutions can make a transformative difference.
 

B2B and B2C E-Invoicing: Closing the VAT Gap

Value-Added Tax is a cornerstone of government revenue. This extra revenue can be directly reallocated to critical domestic expenditures, such as infrastructure, healthcare, and education.
 

Self-Employment Tax Solution: A Simple Pathway to Formalization 

Punitive measures rarely work when 4.2 million people rely on informal work for survival. The key to formalization is making compliance simple, accessible, and financially attractive. Sub-Saharan Africa leads the world in mobile money adoption, and Zimbabwe is no exception. However, the rapid growth of mobile financial operations increases the risks of tax evasion and misreporting if left without automated government oversight. traceCORE’s Mobile Transaction Tracking is a centralized system that seamlessly connects to telecom operators and mobile money platforms via a proprietary ETL-C framework. Mobile Device Legality Control: Turning Devices into Revenue Streams

The illicit trade and smuggling of mobile devices represent a significant loss of potential revenue and pose security risks. traceCORE’s Mobile Device Legality Control system uses the unique IMEI number of every device to monitor and verify its legal status on national networks. Unregistered or stolen devices can be automatically disconnected.

By introducing a differentiated, one-time registration fee (e.g., $30 for smartphones and $5 for feature phones), the government can process the country’s estimated 2.96 million mobile phones. This initiative is projected to generate $71.8 million in direct registration revenue, plus an additional $11.1 million in VAT, bringing the total new revenue from this single initiative to nearly $83 million.
 

Rental Registration System: Bringing Real Estate Out of the Shadows

The real estate rental market is traditionally a cash-heavy, informal sector, making it notoriously difficult to tax. The traceCORE Rental Registration System is a secure government platform where landlords and tenants are required to register their rental agreements. This not only protects the rights of both parties and standardizes dispute resolution but also brings a massive, hidden economic activity into the light.

With an estimated 934 thousand rental contracts in the country, formalizing this market creates a controlled annual tax base of$4.6 billion. By whitening this sector, the government can collect an additional $547.9 million annually in Personal Income Tax (PIT), while simultaneously providing tenants with the documented proof of residence needed to access utilities and other essential services.


 

Digital Track and Trace: Protecting Citizens and Excise Revenues

Illicit trade in excisable goods like alcohol and tobacco deprives the state of crucial revenues and endangers public health. traceCORE’s Digital Track and Trace solution is based on assigning unique, fraud-resistant 2D DataMatrix codes to products at the manufacturing or import stage. Every movement through the supply chain is reported to a centralized National Traceability System, allowing authorities to instantly identify counterfeit goods and verify tax payments. This approach aligns with existing national initiatives, such as the Guidelines for traceability of medical products under the Medicines and Allied Substances Control Act.

By eliminating illicit trade, Digital Track and Trace system will dramatically expand the legal market. For tobacco, the licit market share is projected to increase from 83% to 95%, raising the market value to $1.36 billion. Similarly, the licit alcohol market will grow from 46% to 95%, reaching $514.7 million. This expansion of the formal market will result in a massive increase in excise tax collections, with an estimated $444.8 million increase in the tax base, while simultaneously safeguarding citizens from dangerous counterfeit products.
 

The Cumulative Effect: A 12% Boost to GDP

When implemented together, these solutions do not just operate in silos; they form a synergistic digital transformation ecosystem. Based on the experience of implementing similar digital tax solutions in other developing economies, traceCORE estimates that this comprehensive approach can help increase Zimbabwe’s annual GDP by 12% within three years of full implementation.
